How does one form the small angled pieces that reduce the dia from  say 75mm to 25 mm . Yes I know with great difficulty .  :(

Roll as small as you rollers will go. Mine will do 25mm.

Then turn a former to finish the final cone.

 I built a set or rollers years ago with which I rolled many cones for MX exhausts. At the time a friend wrote a little computer program for calculating A/ the number of pieces to turn a pipe through a certain number of degrees, and B/ the actual shape of each section piece, This made light work of difficult bends, but unfortunately the program has been lost, so I can only give this brief description, although I still have the rollers.
